The % of health steal a character has, is the percentage of the damage they do which gets converted into health gain. Example. A toon has 10% health steal. He attacks and does 10,000 damage.

The best all-rounder is Negotiator. Of the four you listed, none are. meta. The strongest counter-meta is a toss-up between Executrix with full Empire and Home One with Rebels but both will require a hefty investment to beat Negotiator / Malevolence.
Does character speed affect ship speed Swgoh?
Levels, stars, abilities and mods from a character increase the stats of the ship, but there is not a stat to stat link. Level your mods from 1 to 15 and all ships stats, including speed, will increase, regardless of the stats on those mods.
Regarding mods: A mod is something that you can give to a character starting when that toon reaches level 50. A character will receive a variety of stat boosts as listed in the mod itself but, those mod stats as well as the type of mod have absolutely no bearing on ship stats.
